Safety Element
The Safety Element describes the natural and manmade hazards that could impact people and property in the County. State law requires Safety Elements to be updated at the same time as Housing Element updates. New information on impacts resulting from climate change will be added to the Safety Element. The goal of the Safety Element is to reduce the potential short and long-term risk of death, injuries, property damage, and economic and social dislocation resulting from fires, floods, droughts, earthquakes, landslides, climate change, and other hazards. State law requires jurisdictions to update the Safety Element upon the next revision of the Housing Element.
The major hazards that could impact Madera County include:
- Earthquakes
- Floods
- Wildfire
- Extreme heat
- Drought
2nd Safety Element Public Review Period Draft
The second public review period has ended; however, we encourage you to read the document and familiarize yourself with the County’s efforts to reduce environmental hazards and prepare for natural disasters throughout the County. The County is currently reviewing public comments and addressing them in the draft. Thank you for your continued support in this important effort!

Below is the revised Safety Element that was out for public review from January 14 to February 13, 2025. Thank you for your continued support in this important process.
Safety Element Timeline:
- 1st 30-day Public Review Period: January 14-February 13
- 2nd 30-day Public Review Period: October 22-November 21
- CAL FIRE/Board of Forestry Review: TBD
- Safety Element Adoption: Summer 2026
Climate Change Vulnerability Assessment
The Climate Change Vulnerability Assessment evaluates how climate change will continue to impact vulnerable community members, natural resources, parks and open space, infrastructure and more throughout Madera County. This vulnerability assessment includes analysis on the current vulnerabilities and climate conditions within the County that will support the drafting of relevant and effective Safety policies.
